UPDATE: Mayerthorpe RCMP Lay Arson Charges In Recent Fires Including Trestle Fire

RCMP-1205Mayerthorpe Alberta – The Mayerthorpe RCMP have arrested and charged one person in relation to the recent rash of fires in the area, of which includes the CN trestle bridge fire.
RCMP arrested and charged 19 year old, Lawson Michael SCHALM of Mayerthorpe Alberta with eighteen (18) counts of Arson.
Lawson has been held in custody and will make his first court appearance in Stony Plain Provincial Court on May 4th, 2016.

Safety on Alberta roads is always our top priority. We all have a stake in our efforts to reduce the number of deaths and injuries on our roads. Government, law enforcement and the many traffic safety partners are working together to find solutions. Drivers also need to realize the importance of the role they play too.
Over the five years, 2009 – 2013, 206 young drivers (between 14 - 24 years of age) were killed and 12,421 young drivers were injured in collisions. Although young drivers represent only a small percentage of the province's licensed drivers, they have the highest casualty collision rates.
·         Crash rates are especially high during the first year of unsupervised driving.
·         Crash rates for young drivers are highest when there are teen passengers in the vehicle and at night.
·         In terms of involvement per 1,000 licensed drivers, males aged 18-21 are consistently more likely to have consumed alcohol prior to a casualty collision than any other age group.
·         Another high-risk behaviour that significantly contributes to young driver road crashes in Alberta is driver intoxication (including drugs and alcohol).
·         Other factors associated with young driver road crashes:
·         Driver inexperience: Often young drivers don’t realize that it takes time and a lot of practise to develop safe driving skills.
·         Overconfidence and risk taking: Young drivers can be over confident about their driving ability and underestimate dangers on the road. 
·         Having friends as passengers: Young drivers may be distracted by passengers or may feel pressured to take risks, such as speeding.
·         Alcohol and other drugs: Young people often do not understand that alcohol and other drugs affect a driver’s skills, mood and, most importantly, behaviour, putting the driver at greater risk of crashing. Safe driving requires clear judgment, concentration and the ability to react to what’s happening on the road.
·         Busy lifestyles: Work, study and extracurricular activities often mean busy lifestyles for young people, which may cause them to drive when tired – especially late at night. Driving tired significantly impairs driving, even if the driver does not feel sleepy.







When do collisions involving young drivers occur?
More than one-half of casualty collisions involving a young driver (aged 14 - 24) occurred in the months of May through October. Fatal collisions involving a young driver occurred most often in the month of September.  
More casualty collisions involving young drivers (aged 14 - 24) occurred on Friday than on any other day. In all, almost half of the fatal collisions involving young drivers occurred on Thursday, Friday and Saturday. 
Approximately one-third of casualty collisions involving a young driver (aged 14 - 24) occurred during the afternoon rush hour period between 3:00 pm - 6:59 pm. another third of fatal collisions involving a young driver occurred between 11 p.m. and 7 a.m.
What are the common mistakes that young drivers make?
Young drivers aged 14 - 24 are more likely to commit a driver error than other drivers.  The most common errors include following too closely, running off the road, making a left turn across the path of an oncoming vehicle and crossing the centre line.

Are young drivers wearing seatbelts?
One-third of young drivers killed in a collision were not wearing their seatbelt.

What is Graduated Driver Licensing (GDL)?
Graduated Driver Licensing (GDL) is a program designed to improve road safety by creating a low risk, controlled environment for new drivers, regardless of age. The GDL program ensures that new drivers get the support, skills and experience they need to handle the complex task of driving.

What are the goals of the GDL program?

·         To reduce collisions, injuries and deaths in Alberta.
·         To reinforce that driving is a privilege — not a right.
·         To foster a generation of safe young drivers by giving them the opportunity to practise responsible driving with a licensed mentor.
All provinces that have implemented a GDL program have experienced significant decreases in the collision rates of new drivers.
Together with practice, guidance and education, we can all contribute to ensuring that when OUR young drivers “hit the road”, they have the knowledge and confidence to do it safely.

SRCWA #2016055 - Break & Enter- Charges Laid

On April 23, 2016 at approximately 9:30 am Morinville RCMP responded to request from Westlock RCMP to assist with an all terrain vehicle (ATV) believed to be stolen and involved with other property related crimes.

After abandoning the ATV the suspect attempted to flee the police on a stolen pedal bike, but after encountering mechanical problems with the pedal bike he tried continuing his escape on foot.  After a brief foot chase the suspect was apprehended in the Town of Morinville. 

Through the joint investigation, Jay Evan CARIFELLE of no fixed address has been charged with two counts of break and enter from the Town of Westlock. He has also been charged with two counts of breaching his recognizance after being released from custody for similar offences in the City of Edmonton two days prior. Additional charges arising from the incident in the Town of Morinville include: three counts possession of stolen property (including the stolen ATV), resisting arrest, fleeing police, and driving an uninsured  and unregistered vehicle on a highway.

CARIFELLE is scheduled to appear in Westlock Provincial Court on April 27th, and Morinville Provincial Court on April 28th, 2016.

Sturgeon County Issues “Fire Restriction”

Morinville, AB - Sturgeon County has issued a “Fire Restriction” effective immediately due to the dry conditions.

Effective immediately all existing fire permits for burning are suspended.  This includes burn barrels and incinerators. No new fire permits or fireworks permits will be issued until further notice.

“Residents who have conducted burning are asked to check their fires and ensure they are completely extinguished,” says Fire Chief Pat Mahoney.
Fire pits for warming or cooking purposes (back yards fire pits) may still be used.  They must be three meters from buildings, property lines, other combustible materials and have a spark arresting grate.
Use of propane and gas BBQ’s are still permitted.

Sturgeon County urges everyone to use extreme caution when working or driving in grassy areas, be mindful of hot exhaust and keep vehicles/UTV’s clean and free of debris.

Morinville, Alberta - In the morning of April 16th, 2016, Morinville RCMP responded to a break , enter and theft that occurred at 2 local businesses in the town of Morinville.  The suspects were able to gain entry into the businesses and while inside stole an unknown amount of money.
RCMP Forensic Identification Section attended the scene and the investigation is continuing.  No suspects have been identified at this time.

Greetings Everyone, 
As I usually do, I will remind everyone to please pick up your burn permits at the Sturgeon County office in Morinville or online. From all news reports, all areas in Alberta are very dry so please do your part to keep everyone safe.   
On April 9, we attended an Orientation and Strategic Planning Session. It was suggested by Therese that we have a Planning Day and Dan organized it. Therese reviewed the bylaws, policies and job descriptions with us in the morning.   Changes were made to the policies and job descriptions as required. There were no changes to the bylaws but we have a list of the SRCWA Objects and I think it is worthwhile for all our members to read and know what our purpose is. 
The afternoon session involved our goals, filling vacant director positions, demonstrate increased community presence, focusing  on crime awareness, increase membership and more. I would suggest that every group take the time to have a session such as we did. Everyone who attended was very involved in the discussions and we all came away feeling we had learned so much and are moving forward to another great year. It was extremely worthwhile, so much so that we will be doing this annually.  Anyone who has a chance should google the video Every Meeting Ever –it is such an eye opener – each one of us saw ourselves at some point.
We were not able to attend the Zone 5 meeting in Barrhead as it was planned for the same day as our Planning Session. 
I will remind everyone that we will have a booth at the Trade Show in Morinville on Friday April 22 and Saturday April 23. Our booth is sponsored by Sturgeon Valley Fertilizers. We will have three free draws; a bag of lawn fertilizer donated by SVF, a Surveillance Camera donated by Morinville Shell and a gift basket donated by Susan Evans, Councillor for Division 2. Stop by and say Hi! –We will have membership forms for anyone who is interested in becoming a member of the Sturgeon Rural Crime Watch Association.
I would like to clarify that all the towns, villages and hamlets within our boundaries are considered part of SRCWA. There are many including Legal, Morinville, Bon Accord, Gibbons, Riviere Qui Barre, Mearns,  Alcomdale and more. Our boundaries are North to Highway 651, East to Gibbons, South to Parkland County and the City of St Albert and to the West we go as far as the County of Barrhead and Lac St Anne. All residents within those boundaries, whether they live in a rural area or not are welcome to become members. 
Margaret advised us at our last meeting that 4H members will collect electronics, tires etc for recycling. Colleen provided us with a list of 4H clubs and contacts as well as the profits the young 4Hers can make. Please consider these 4H groups when you have anything to recycle. 
On a sad note, one of our past members Jim Falls passed away. On behalf of all our membership I offer our sincere sympathies to all of Jim’s family. Jim was a very active and dedicated member of the SRCWA. He held the positions of Treasurer and Zone Director for many years. A floral arrangement and card were delivered to the church the day of Jim’s funeral.

SRCWA #2016049 - Firearms Complaint in Cardiff

The Registered Owner called Detachment when he saw his vehicle posted on Facebook. 
 
Further investigation revealed that this event involved a pellet gun, which is not considered a firearm. 
 
Police are no longer looking for this vehicle.

On April 14th, 2016 at approximately 6:00 p.m. Morinville RCMP received a complaint in the hamlet of Cardiff in regards to a suspicious vehicle.  The occupants, both the driver and passenger of the vehicle pointed what appeared to be long barreled firearms  out the windows of the vehicle.  It is alleged that the occupants of the vehicle were going to discharge the firearms at gophers and ducks in the area.

Occupied dwellings are near the area of concern, and the area is also used by residents for hiking and walking of their pets.  The Cardiff golf course is also close by.

There are definite concerns that if firearms are discharged in that area that it could fall under Careless Use of a Firearm under the Criminal Code.  It is also illegal under the Provincial Wildlife Act to discharge a firearm from a vehicle and/or have a loaded firearm in a vehicle.  There also is no current open season for duck hunting.

The vehicle is described as a newer blue single cab Dodge pick-up truck with tinted side windows (see attached photograph.)

Morinville RCMP would like to speak to the owner and the occupants of the vehicle involved.

SRCWA #2016048 - Drug Seizure & Arrest

RCMP Morinville Entered into Drug Investigation

Morinville, Alberta - In the early morning hours of April 15th, 2016, Morinville RCMP members responded to a suspicious vehicle complaint in rural Sturgeon County, Alberta. Upon arrival members identified the driver as a person well known to police and observed drug paraphernalia within the vehicle. As a result, the member entered into a drug investigation. A subsequent search of the vehicle resulted in a seizure of what is believed to be cocaine and methamphetamine.  A set of brass knuckles was also locate and seized.

Kyle Brian BEREZAN age 30 of Yellowhead County was charged today with several offences including Controlled Drugs and Substances charges.  He will appear in Morinville Provincial court on April 21st, 2016.

No further details will be released as this matter is presently before the courts.

Occupants pointing firearm, possibly a .22 out of vehicle window to shoot gophers / ducks.

Near the pond south east of the pump houses near Cardiff Echos. 

No shots fired, as complainant scared them off.
